Fibr applies additional controls to privileged roles to reduce the risk of unauthorized privilege escalation.

| Action | Who Can Perform It |
| ------------------------------ | --------------------------------------------------- |
| Assign the **Owner** role | Owner only |
| Assign the **Admin** role | Owner or Admin |
| Assign User or Developer roles | Users with the required user-management permissions |
| Create or modify custom roles | Users with role-management permissions |
| Modify a built-in system role | Not permitted |
| Delete a built-in system role | Not permitted |

These controls apply even when users have broader workspace-management permissions.
